The Report into the homicide of Lin and Megan Russell in Kent in 1996 was published today.
The Report found that Michael Stone was failed by the agencies which had been treating or supervising him – West Kent Health Authority, Kent Social Services and Kent Probation Service – as they could not agree on how he should be treated. It said that Stone suffered from a personality disorder together with drug and alcohol abuse, which made him a particularly complex case, and that some of his medical records had been lost.
